THE INFLUENCE OF PERSONNEL TRAINING MANAGEMENT ON THE CERTIFICATION PROCESS OF EMPLOYEES OF AN EDUCATIONAL ORGANIZATION

The problem of low reading literacy among students in the secondary vocational education (SVE) system is particularly acute in technical fields, where the discipline of "Literature" is traditionally perceived by students as disconnected from their future profession. The aim of this study is to identify empirical indicators of this problem and to theoretically substantiate ways to overcome it through the synthesis of interdisciplinary teaching methods. The methodology is based on the integration of the competency-based approach, the theory of soft skills development, and practice-oriented learning. A total of 245 first-year students (aged 15–19) from Kalashnikov Izhevsk State Technical University, enrolled in the specializations "Installation and Operation of Gas Supply Equipment and Systems," "Operation of Unmanned Systems," and "Installation, Maintenance, Operation, and Repair of Industrial Equipment (by Industry)," participated in the ascertaining experiment. A diagnostic complex consisting of three modules, adapted from the PISA framework and the methods of I. N. Skomoroshchenko, was used. The results showed that 56.4% of the respondents have a low level of reading literacy. A characteristic deficit structure was revealed: relative preservation of search skills (62% completion rate) alongside a significant deficiency in critical analysis and text interpretation (33% completion rate). It was found that 48% of students see no connection between reading and their future profession, and 71% experience difficulties in understanding subtext. Conclusions. The deficit of interdisciplinary teaching methods has been empirically confirmed. The necessity of introducing the concept of "professionally oriented reading literacy" is substantiated, and vectors for designing teaching methods based on the synthesis of professionally oriented texts, the case method, and book trailer technology are proposed.
