The article presents the results of a theoretical and empirical study aimed at identifying and substantiating pedagogical conditions that contribute to the formation of legal behavior among students of secondary vocational education in the context of the digital educational environment. The relevance of the problem is due to the need to adapt the educational system to digital learning formats, the low level of students’ legal awareness, and the social demand for fostering legal consciousness in youth entering professional and civic life.
The theoretical basis of the research relies on axiological, activity-based, learner-centered, and systemic approaches, within which legal behavior is considered as a personal quality comprising motivational, cognitive, behavioral, and reflexive components.
The empirical study involved surveys, observation, digital activity analysis, and interpretation of quantitative and qualitative data. The research was conducted at the Institute of Continuing Professional Education of Kalashnikov Izhevsk State Technical University with students of the “Law and Social Security Organization” program. The findings indicate an increase in legal motivation, legal reflection, awareness of digital risks, and a broader spectrum of lawful digital behavior.
The article offers practical recommendations for educators in vocational education on designing digital legal education practices and supporting students’ legal socialization. Future research directions include digital legal training simulators, interdisciplinary integration, and students' participation in digital lawmaking initiatives.
